Etch primer
Etch primer is a type of primer used on metal (including metal fencing) that eats into or "etches" the surface of the metal slightly, creating a better bond for subsequent layers of paint to adhere to. This helps to prevent flaking paint.
A good fence painting specification will always include a primer and often other products in addition to the color coat.
